多元文化下社區發展協會政策網絡之研究-以桃園縣新移民關懷服務據點為例

A Study on policy network of community development association under multiculturalism–A case of the care service station for new immigrants in Taoyuan

摘要

本研究以桃園縣新移民關懷服務據點為研究對象，來探討社區發展協會在多元文化下的政策網絡研究。其研究目的為：首先，探討社區發展協會在承辦新移民關懷服務據點業務的現況、成效；其次，從政策規劃者、執行者以及受益者間，了解社區發展協會在承辦新移民關懷業務時，這三者之間互動過程中所存在的問題，並提出建議；最後，從社區賦權之理念探討社區發展協會在中央政府與地方政府之間的角色定位與功能。
本研究採用的是文獻分析與深度訪談的方式進行研究資料的蒐集，分別訪談了規劃者、執行者以及受益者，來探求本文的研究目的與問題。
本研究的研究結果為：（1）在執行現況上，從社區發展協會成立據點的原因、資源面、新移民對政策滿意度、社區發展協會在執行上所面臨的瓶頸以及對於社區發展協會的課責等面向進行分析說明。（2）在互動情況上，分別說明了政府與社區發展協會、社區發展協會與新移民以及政府與新移民的互動情形。（3）社區發展協會在社區賦權中的角色及功能上，分別從前置因素、過程因素以及結果因素等三個面向進行說明。
最後，本研究於結論摘要分析要點，且就在政策網絡過程中分別對社區發展協會、政府及新移民提出建議。

This research is a case study of the care service station for new immigrants in taoyuan, to explored policy network of community development association in multiculturalism. Purpose of the research: First, to explored the status and effectiveness of the care service station for new immigrants of of community development association. Second, to understanded the community development association to transact the care service station for new immigrants, existed problems of interaction among these three in the process, and make recommendations, from the policy planners, executors and beneficiaries. Third to explored community development association of roles and functions between central government and loca governments from the concept ofcommunity empowerment.
This study used the literature review and in-depth interviews to collect research data, and were interviewed planners, executors and beneficiaries, to explore the purposes and problems of the research of this article.
The results of this study were: (1) On the status of implementation, to analysised and illustrated of the the results、the resource side、satifactions of policy for new immigrants、faced bottlenecks in the implementation and responsibilities of one from the community development association were founded. (2) In the interactive, illustrated the interaction of between government and community development association、community development association and new immigrants、as well as government and new immigrants. (3) To illustrated from antecedents、processes and results and so on the three factors, roles and functions of community development association in community empowerment.
In conclusion, this study suggestion of the community development association、government and new immigrants in the proceess of policy network.
