摘要

本文企圖建立以公民中心的治理，催生社區營造過程中的社會資本積累，作為當代以至於未來公民治理所需的角色與職能。亦即將治理從國家下拉到社區作為討論的起點，觀察有沒有所謂社區治理的理想雛形。這時，我們面臨一些問題，諸如如何累積社會資本並提升社區營造動力？公民參與是否為社區營造的必要措施？社區社會資本能否影響公民治理的運營？這些問題的回答，對國內社區營造的目標達成與永續發展將有深遠的影響。

This paper attempts to establish a citizen-centered governance, and to give birth the formation of community building social capital. These could be the roles and functions of the contemporary and future citizen governance. The discussion of governing would start from community not national. This would allow us to observe whether there is a so-called ideal community shape. Meanwhile, we are facing several problems, such as how to accumulate social capital, how to increase community building power, is it a necessary measure for citizen participation to create a community, can the community social capital affect the operation of citizen governance. That would have a profound impact on the achievement of domestic community building and sustainable development by answering these questions.
