社區網路對於居民社會資本之影響

摘要

建置社區網路作為社區發展的工具是目前的發展趨勢，本文以台北市政府網路新都發展計劃當中的民輝寬頻社區為研究對象，透過問卷調查瞭解居民使用社區網路對於他們社會資本的影響。本研究發現資訊科技對於社會資本的影響主要來自於成員是否能夠從中得到有效的社群參與管道，真實世界的活動參與雖然重要，但若搭配線上社群互動的效果，對於成員社會資本的累積有更明顯的提升效果。若僅單獨注重在社區網站的建置，在網站內容上無法與社區居民之日常生活相結合，吸引居民參與使用，對社會資本的提升效果相當有限，另一方面，若僅注重提升居民參與社區活動，在提升社會資本上雖有幫助，但效果仍然沒有網路社區結合社區活動來得好。

Setting up community networks as a tool for community development is a trend of development nowadays. Through survey by questionnaire, the researcher of this study picks the residents of Ming-Whei Wide Band Community in a program named New Cyber City Development Plan by Taipei Municipal Government to study the influence that their community network has on their social capital. This study finds out that influence of information technology on social capital mainly lies in whether or not the members can obtain effective channels for participating in social groups. Important as it is to participate activities in the real world, when members are given access for interaction with social groups on the networks, the accumulation of their social capital is found to increase significantly. If a community website is established without including contents that can be related to the daily life of the residents, or without attracting the residents to participate or use it, the effect of accumulating social capital is very limited. On the other hand, if the residents are encouraged to participate in community activities, it may help in improving their social capital, but the extent of the effect is not as much, compared with that achieved by online community that connects the community with activities.
