The development of voluntary service in Taiwan should take intoconsideration different perspectives and positions of different stakeholders in a pluralistic society. In view of the fact that inadequate policy-making in the field of voluntary service fails to respond to rapidly changing societies and to certain groups, the paper aims to analyze cognition and consensusstrategies for the development of voluntary service through the methodology of Interactive Management (IM) by exemplifying trans-sphere governance ofjuvenile voluntary service in Kaohsiung City.The development of juvenile voluntary services in Kaohsiung City will be firstly reviewed. It is observed that juvenile voluntary service in Kaohsiung City is still at a primal stage and lack of cooperative models based on trans-sphere governance. Therefore, the paper concluded that the improvement shall be taken based on: (1) taking into account requirements of juveniles' career planning and associating serving to learning; 2. focusing on the perspective of trans-sphere governance by exploring relevant networks , and allowing the policies to meet the requirements of pluralistic stakeholders.
