設置太陽能板綠能屋頂之投資效益分析

摘要


因應高油價時代來臨及抑制溫室氣體排放的趨勢,國際間以推廣再生能源設置作為主要的因應策略之一。就國內情況而言,我國98%以上能源須仰賴進口,推動再生能源的開發利用除可增進國內能源使用多元化及提高自產能源比例外,亦可順勢帶動相關產業的發展,達到兼顧能源安全、環境保護及經濟發展的三贏目標。再生能源包括風力能、太陽能、生質能、水力能及地熱能等不同能量來源。台灣位處亞熱帶,陽光充沛,應積極推廣太陽能光電的應用。經濟部能源局為發展太陽能光電發電工作,持續推動「陽光屋頂百萬座」等計畫。太陽光電發電系統之投資報酬率與躉購費率、日照時數、建造成本、發電效能及衰減率有關。本文主要是針對住家或辦公大樓、廠房或學校等之屋頂設置太陽光電發電系統,售電予台電時之效益評估,同時用一範例進行分析,以做為有意投資設置太陽能板綠能屋頂者之參考。

In response to the era of high oil prices and global trend of greenhouse gas emission reduction, promoting the development of renewable energy utilization is considered as a critical strategy worldwide. As regards situation in the country, more than 98% of the energy in our country must be dependent on importing. Promote the development and utilization of the regenerated energy except promoting the domestic energy and using the pluralism and raising producing the energy proportion, can also take advantage of a situation and drive the development of relevant industries, reach and give consideration to energy security, three win goals of environmental protection and economic development. Renewable energy includes wind energy, solar energy, biomass energy, hydro energy, and geothermal energy, etc. Taiwan, which possesses excellent solar irradiation due to its sub-tropical location, should unquestionably popularize the application of the photovoltaic (PV). Thus, Bureau of Energy (BOE), Ministry of Economic Affairs (MOEA), R.O.C., doubtless continue promoting the "Million Rooftop PVs Promotion Project." The rate of returns of PV generation system investment is related to the power-purchasing tariff for PV, sunshine duration, installation cost, efficiency in electricity generation, and decaying rate of solar cell module. In this paper mainly sets up the photoelectric electricity generation system on the roof of the household or office building, factory building or school, etc., the benefit when the sale of electricity gives the Taiwan Power Company is assessed, analyze with an example at the same time, the result of this paper can provide useful information to people who estimate investment returns of the PV generation system.
