食品安全風險交流之參與關係人的責任評估

Responsibility evaluation of relative participant in food safety risk communication

摘要


「民以食為天,食以安為先」,食品的根本在於安全,但是大眾卻很少獲得相對應的食品安全資訊及風險預警,更談不上去主動預防食品安全風險達到自我保護。食品安全風險交流著重於風險因子的資訊傳達,而適當正確地傳達給參與關係人方能達到交流的目的,以達到食品安全風險管理的目標。而如何完成上述的目的,則首重食品安全風險參與關係人的「責任程度評估」,亦即須釐清食品安全各風險參與關係人對消費大眾對各風險因子之疑慮應負的責任。針對食品安全風險關係人應負責任與消費大眾對風險因子之疑慮此一關聯性的探討,本研究應用品質機能展開 (Quality Function Deployment, QFD) 探討消費大眾對於食品安全風險因子的疑慮(不安全)程度與食品安全風險參與關係人的應負責任程度, 並運用重要性- 績效分析(Important Performance Analysis, IPA),以進一步決定各風險參與關係人對食品安全提升所需改善之優先次序。

' People treat food as divine, eating depends on safety ', the core of foods is safety, but the people seldom obtain corresponding food safety information and early warning of risk, let alone go to prevent the food safety risk from reaching the self-protection voluntarily. Food safety risk communication is focused on the risk factors of information communication, properly and correctly communicated to relative participant in order to achieve the purpose of communication in food safety risk management. How to finish this purpose? It is important that food safety risk relative participant responsibility intensity is evaluated.It must distinguish every risk factors of food safety and is connected to relative participant responsibility which consumers should shoulder for the doubt of every food safety risk factors correctly. The risk relative participant of the food safety should shoulder the responsibility with this related discussion of consumers' doubt for the risk factor. This study will apply QFD (Quality Function Deployment) method to explore the doubt intensity (unsafe) of food safety risk factor for consumers and relative participant shoulder the responsibility of food safety risk factor. In order to further determine every risk is participated in concerning persons and improving the preferential order needed to improve to the food safety by using the IPA (Important Performance Analysis).
