金門地區選民投票行為之研究－從總統、立法委員和縣長的選舉結果分析

摘要

選舉制度顯示一國政治民主的程度。金門地區由於其軍事戰略地位，從1956年6月實施戰地政務，遲至1992年11月7日解除戒嚴以及終止戰地政務，正式步入回歸憲政和實施地方自治的新里程。在為期長達三十六年的戰地政務實驗體制下，致使金門在政治上、社會上的價值觀有不同的認知，再加上地小且關係複雜而且還保留許多傳統的群居生活和宗族觀念，因此，在不同選舉中，選民的投票行為與其他地方相異，特別是地方層級的選舉，「傳統關係取向」更具有重大的影響力。本文以相關理論與文獻作為基礎，針對歷次總統大選以及立法委員和縣長選舉方面作分析比較，歸納出影響金門選民投票行為的相關因素，以及相關派系對於金門選民投票行為的影響程度，以作為日後從事相關後續研究以及實證調查的依據。

Balloting systems can reflect the level of democratization of a country. Because of its militarily strategic position, Kinmen started to implement the combat area administrative system in June of 1956, and not until November 7, 1992 was the martial law lifted, which was enforced during that period of time. Since then, Kinmen has formally stepped forward a new milestone of constitutional rule as well as an autonomous institution. Under the influence of the experimental administrative system, which lasted for 36 consecutive years, Kinmen has marked a differentiation from Taiwan politically and socially. Furthermore, due to its compact dimension and social connection, the society of Kinmen retains some patterns of living in traditional villages and patterns for lineage. The fact might have responded to the voting behavior of the local residents, which differs from that of the other places of the country, especially for a district election that the traditional relationship has the most influence of all. This study was based upon the related theories and papers, and intended to analyze the factors concerned and the patterns of lineage that might have influenced the voting behavior of Kinmen in the Presidential, magistrate, and legislator elections. The results of the study are viable for references of the ensuing studies and surveys.
