臺灣低收入戶老人及其福利服務現況：福利供給的預設與反思

摘要

在老人經濟安全保障逐步建制過程中，臺灣老人貧窮率高於其他年齡人口群的趨勢，似乎己經獲得了舒緩。但在低收入戶老人人口的相關服務上，似乎難脫病理取向的安貧思維。為此，本文想從瞭解臺灣近年來低收入老人現況與趨勢著手，藉現有資料明白福利服務的預設與在實務操作上的悖論，並在目前基礎上提出觀念與實務的反思。
