台灣文化創意產業的回顧與展望

The Retrospect of the Development of Cultural and Creative Industries in Taiwan

摘要


本研究主要探討台灣文化創意產業的緣起與發展,透過相關歷史事實的考察,瞭解台灣推動文化創意產業在政策執行面上的理念根據及其論述重點。但本研究絕非給人一種拍板定案的解答,而是冀望提供專業的學術論述,讓讀者能夠有更深一層的體認,並且突顯「文化創意產業」在台灣推動的時代意義,期許讀者可以跳脫以管窺天的窘境。研究結果發現:1.台灣推動文化創意產業時,政府單位太偏重行銷與產業間,而忽略了藝術創意的培養和扶植。展望台灣文化創意產業的未來,應注重上游的藝術創作,如此下游的產業方能真正蓬勃地發展。2.如何提升一般國民的文化素養,該是政府推動文化創意產業一個正本清源的最佳辦法。畢竟有足夠文化素養的消費群,才能有文化創意產業存在的必然性。若想在台灣成功的發展文化創意產業,不能光靠政府強力政策在短時間之內就可以實現的。它是一個涉及各層面的複雜問題。而文化創意產業是自該國人民的生活中發生的。它的生產是先為滿足國民的精神需要,然後才成為有經濟價值的產業。因此,文化創意產業必然產生於文化先進的國家。要先厚植創造與消費的文化潛力,才能建立起成功而且永續經營的文化創意產業。

The aim of this research is to investigate the origin and developments of cultural and creative industries in Taiwan. Through reviewing some related historic events, we explore the essential concepts and key factors behind the aspect of executing cultural and creative industries promotion polices. In this research we are not to provide a solution, but to contribute knowledge of the impact of information age in academics and a further understanding for board audiences. As results, the Taiwanese government should not promote the establishment of the production structure and marketing system for cultural and creative industries. But, the government should encourage and nurture the cultural creativities to develop cultural and creative industries. Only educating people with cultural sense could lead to the advancement of the cultural and creative industries. However, the task of having people with cultural sense is difficult and complicate in the short run despite of the strong support from government. The demands of products or services from cultural and creative industries occurred every day. Thus, the industries must find the customer's needs and satisfy them by mending their empty minds with product s and services. The industries, then, will become an economically valuable industries. For this reason, the cultural and creative industries are now expanding vigorously in the advanced Western nations. To establish the sustainable and successful cultural and creative industries, fostering the potential of creating and consuming culture are important.
