文化創意產業之工藝政策評析－以臺灣經典窯燒陶瓷推廣計畫為例

摘要

本文針對公共政策、文化創意產業與工藝產業文獻進行探討詮釋，並蒐集工藝政策與推展計畫資料，對2004年實際實施的「臺灣經典窯燒」計畫有相當瞭解後，再進行問卷調查，最後以本文修正之批判理論（Critical Theory）進行評估，以提出政策計畫實施檢討與建議。以批判理論之科學印證、現象確證、系統辯證和理性的社會選擇四層階段評估「臺灣經典窯燒」計畫，發現該理論有助於政策各面向問題之評析及擬定，並歸納文化創化創意產業後續相關工藝政策應注意的六大重點：政策制定的多向溝通、計畫實施的均惠原則、文化創意的完美整合、計畫成果的後續推廣、政策實施的具體效益、正確政策的長期延續。

This article first inquire into the literature of public policy, the cultural creative industries and the craft industrial, then collect the data of craft policy and promotion plan. Make a questionnaire survey after understanding the actual implementation plan-”2004 Taiwan classical ceramics”. Finally to evaluate with a revised critical theory to proposes the criticism and the suggestion about policy plan.Evaluate the plan with Critical theory. We discovered this theory is helpful to the policy respectively faces the question to evaluate and to draw up. And the induction formulation politics coordinates the attention six key points: Many to links up the policy making, Plan implementation benefit principle, Cultural creativity perfect conformity, the plan continues to promote, Implementation policy concrete benefit, the correct policy continues for a long time.
