A case study on Art vitalizing space between cities and countryside

T With changes in generations and humanity, space between cities and countryside has carried the weight of the record of cultural development and the mark of time circulation, recording humans' lifestyles in the meantime. Memories have also been ac-cumulated with the experience of human lives in changes of time and space between cities and countryside, and ideal environments have been made in the need of an era. From that, the track of the process of humans gradually constructing civilization could be seen. However, with the change and development of society, abandoned buildings and idle space have formed between cities and countryside, which is likely to cause problems, such as a no-escape corner for security and messy environments. Thus, we need to consider how to cope with problems caused by space and environments with the notion of environment sustainability, and how to tackle the predicament derived from human lives and living space. Through the notion of art intervening environments, a concept of well-planning space and environments can be proposed. It is hoped that vitalization of space and environmental sustainability for the future can be benefited. Taiwan began implementing the concept of reusing idle or abandoned space in late 1980. Take Taipei Treasure Hill Artist Village and Pingtung Fangliao Art Railway Village for example. Treasure Hill Artist Village became a military base in 1930. After the liberation, army and people started living here. Due to the fact that the buildings were too old and violated regulations, this place were forced to tear down. Afterwards, owing to artists' presence, the space and environment of this place have changed. In 2004, Taipei Department of Cultural Affairs signed this place in as the first "historical settlement." Its symbiotic settlement contained treasure homelands, Treasure Hill Artist Village, and public space; Pingtung Fangliao Art Village used to be old accommodations for employees working in Taiwan Railway. Because of the change in the railway usage rate for traffic, this place was abandoned for years. In 1996, the local cultural organization started inviting artists to come to this place, enhancing the local art development and creating a turning point for the environ-ment. In 2005, Cultural Affairs Department of Ping-tung County Government managed this place until now. The present study adopts file analysis and ob-servation, investigating the development and context of Treasure Hill Artist Village and Fangliao Art Railway Village, and the analysis of art vitalizing space. Moreover, through the long-term observation by the researcher and the arrangement based on outline, research on art vitalizing space and environmental sustainability is expected to construct. The present study will apply the concept of the envi-ronmental sustainability theory, using art vitalizing space and innovative community construction. In addition, by case study analysis, creative thinking of art reconstructing local development will be investi-gated. After 20th century, the sixties and seventies, reusing idle space has become a critical policy of spa-tial development and trend for advanced countries. It is also an important interface of demonstration of social creativity, development of local industries, formation of humanity and environments of cities and countryside, and increase of countries' competitive capability (Ye, 2005:15). The progress of society calls for different creative thinking. Wei-gong Liu, an associate professor from the department of sociology at Soochow University, once said, "Artists are the forerunner of urban innovation." As for artists, innovation is a way of life. Art can rebuild a place, enhancing its development. It is hoped that this study further helps the research on art vitalizing space between cities and countryside. Furthermore, this study will put focus on constructing related re-search knowledge, which will benefit art vitalizing space and environmental sustainability.
