Coupled with the pressure of insufficient student enrollment and school mergence, the crisis of low birth rate and the rising awareness of parents' school choice challenge the survival of many elementary schools in rural areas in Taiwan. The current study aimed to share the successful experiences of a rural elementary school in recruiting students and establishing school's characteristics through the lens of school-based curriculum reform. Information such as the school background, the process of constructing vision, planning and implementation of the curriculum, barriers and limitations, as well as strategies to support the development of a quality school was discussed. This case study points a direction for other rural elementary schools to develop school-based curriculum.
