美國海事保安第一線應變單位間的作業支援實務借鏡（下）－美國海岸防衛隊在國土安全任中所扮演的關鍵角色

摘要

國家第一線應變單位係泛指從事公務執法、消防救援、緊急醫療服務、國家保安，當亦包括軍事機關等單位，可以隨時備勤因應緊急事件，立即提供應變服務的人員。在本論文中，對於海事恐佈主義威脅先行概略介紹，並且將美國政府機關經歷九一一事件威脅後，所積極進行的最新政府組織改變情形加以闡述。同時將最近美國海岸防衛隊的若干組織內部改變措施，藉以強化美國對抗海事恐佈主義能量策略亦作說明。假若美國在發生海事保安事件時，若干第一線應變單位及相關支援組織必須立即啟動應變作為的相關作業程序亦有提示。最終若干可能發生的想定保安事件情境被舉例討論，藉以說明海事保安資訊的實際傳輸流程，及迅速將相關資料分送第一線應變單位，以協助其安全有效完成任務的必要需求。最終作者建議應該師法美國海岸防衛隊（USCG）經驗，積極建置一個各機關可迅速傳輸分享情報資訊的「國家犯罪偵防資料庫系統」，並且加強各政府機關間的互相協調與合作，切勿各機關間仍拘泥本位主義，以避免延誤政府施政時效，殃及我國海事保安及國土安全。

Maritime security first responders consist of law enforcement, fire fighting, search and rescue, emergency medical services, national security personnel and so forth. Here the threat of maritime terrorism is introduced and an updated status of U.S. government's response to terrorist threat through organisation re-engineering process is described as well. Some of current re-organisation within U.S. Coast Guard that could affect national strategies against maritime terrorism is presented. A list of some of the first responders and supporting organisations to maritime security incident is clearly provided. A simulated incident scenario in maritime security is used to explain the flow path of critical information and the rapid data dissemination to first responders is really efficient and effective. By the way certain advices from U.S. Coast Guard of organisation re-engineering process are illustrated for future development and implementation of R.O.C. government in maritime security aspects.
