國中體適能推展之效率評估

Efficiency Evaluation of Physical Fitness Development in Junior High School

摘要


本研究主要的目的是以資料包絡分析法(data envelopment analysis, DEA),評估桃園縣10所公立國中推行體適能運動之績效。透過資料包絡分析法軟體DEAP 2.1進行效率分析、差額變數分析及參考集合分析,並進一步分析比較學校間之相對效率、不具相對效率之學校的改善空間、具效率學校被參考次數等,根據評估結果對學校提出建議,提供相關人員做為策略之修正,使學校單位得以達成其目標且有效率地提升學生體適能。本研究投入變項為各評估單位(decision making unit, DMU)之場地設施、體育經費預算與師資;而以各校學生體適能獎章數量作為產出變項。結論:一、D,G,J三所學校因投入資源能與相對應產出充分配合,達到相對有效率;二、相對有效率學校在參考集合分析以D,G兩校的效率為其他學校的主要學習對象。建議:差額變數分析結果,未達相對有效率的學校在投入項方面,體育經費預算需減少的幅度較大,部分學校需加強師資人力與運動場地的運用。H校則需增加體適能獎章的產出。最後建議教育管理當局在設定評估項目後,利用DEA效率評估法可於短期內及時了解學校經營效率並達到教育品質的監控。

The aim of this research was to evaluate the physical fitness development efficiency of 10 public junior high schools in Taoyuan County by Data Envelopment Analysis (DEA). We conducted efficiency analysis, slack variance analysis and reference set analysis with the software-DEAP 2.1 and further compared the relative efficiency among these schools, the improvements required for those schools with lower relative efficiency and the frequency for those schools with relative efficiency to be referred. According to the results, we propose our recommendations to relevant authorities and offer reference about strategy modification for schools to achieve their goals of promoting the physical fitness of students. The inputs of this research were the number of faculty, the number of sport facilities and physical education budget; and the output was the awards of the physical fitness. Results: The analysis on overall efficiency, technical efficiency and scale efficiency showed that D, G, J, these three schools were efficient; on reference set analysis, it pointed out that D and G were referent more. In other words, they might be the benchmarks for the others. Suggestions: About the improving direction and extent to the lack of efficiency, we suggest the relative inefficiency schools to reduce the input of physical education budget most and school H needs to enhance the output of awards of the physical fitness. Finally, this research suggests that after the authorities set the evaluating items, by using DEA method they can figure out the efficiency of each school's operation in a short time and supervise the quality of education.
