摘要

運動會活動中有著許多潛在的風險，要將風險降至最低程度，風險管理可提供有效的風險策略。依據教育部頒布之「各級學校體育實施辦法」第十四條中指出：「各校每學年應至少舉辦全校運動會一次。」本研究旨在探討桃園縣某國中每年舉辦一次的運動會，教職員工對其風險管理之認知，並暸解教職員工對舉辦運動會風險管理之應變措施，進而建立教職員工對運動會有效的風險管理計畫。本研究以該校之教職員工為研究對象，採用訪談方式對「該國中教職員工對舉辦運動會風險管理認知」進行訪談，並探討：一、教職員工對舉辦運動會風險管理面向的認知；二、學校現階段的風險管理執行情形如何？本研究結果發現：一、教職員工對舉辦學校運動會風險管理認知，可分成組織（競賽制度）、活動過程、場地器材、醫療措施、保險政策與人力資源等六個面向。二、目前學校運動會的風險管理均採事發後處理，就近以健康中心或社區資源為主要處理資源，欠缺事前的風險管理計畫。綜合上述，桃園縣某國中至今仍欠缺運動會風險管理計畫，因此，研究者建議應由主管單位指示各處室制訂體育風險管理計畫，以降低風險的發生為目標。

There are a lot of potential risks at the activities of games. In order to minimize the risk at the games, the risky management can offer effective measures to prevent the risk happened. According to provision14 on physical education implementations launched by Ministry of Education, each school should have the games in each school year. So, the purposes of this study are to investigate the recognition of risky management of games between the teaching and administrative staff of a school, to understand the teaching and administrative staff of a school how to handle the risks during the games and then to establish an effective risky managing plan for the teaching and administrative staff of a school at junior high school. The targets are the teaching and administrative staff of researcher's school at junior high school in Taoyuan County, as well as conduct interviews to know target's thoughts about the recognition of risky management of games, and study: 1. The teaching and administrative staff of a school to the layers of risky managing recognition at school games. 2. What is the executing situation for the risky management plan at schools? The research results are listed as following: 1. 6 layers of risky managing recognition to the teaching and administrative staff of a school at the risky managementof games; there are organization (racing system) layer, activity process layer, field instrument layer, medical treatment layer, insurance policy layer and human resource layer. 2. A school currently uses post-handled process to do the risk management at school games. It primarily uses school health care center or community resource to handle risks, which lacks a pre-risk management. From above, the junior high school at Taoyuan County did not have a risky managing plan for games, so I suggest the school should establish PE risky managing plan, in order to decrease the risk happened at school sport events.
