學校建築能源管理之現況與課題─以台灣科技大學為例

Existing Practice and Issues of Building Energy Management in University Campus: Case Study of National Taiwan University of Science and Technology

摘要


在政府節能減碳的既定政策下,未來幾年國內各大專院校需達到每年降低1%用電量的目標。本研究試圖站在「設施管理者」的立場,探討既有學校進行建築設施之能源管理時所需面對的課題。本研究以台灣科技大學為個案研究對象,進行三項研究內容:探究台灣科技大學歷年之用電概況與特性、調查台灣科技大學之既有節能措施、及提出學校建築能源管理之關鍵課題。研究結果顯示台灣科技大學的總用電量及用電指標EUI值逐年上升至2,554萬度/年、133.7kWh/m^2-年(每年增幅約6%),成因包括師生員工數及總樓地板面積的增加,及其他尚待查證之因子;各棟建築物之EUI值分析呈現相當大的差異,其中「研究類」最高(189.8 kWh/m^2-年)、「宿舍類」居中(111.4)、「文教類」最低(66.6)。其次,近年來台灣科技大學曾實施的節能措施有六大類(管理、構造、電梯、電力、空調、照明);主要實施對象為公共性質之建築物、照明與電力系統、及低成本的管理系統或建築設備系統之微幅改造。最後,本研究認為既有學校若要有效地進行其建築設施的能源管理,可參酌政府建議的「責任分區」能源管理策略,並需進一步解決以下四大關鍵課題:建立完善的、整體的「能源管理制度」、建構各單位實際用電量的量測或估算方法、研擬各單位能源使用效率之評估方法、及界定可能影響各單位用電量之重要因子。

'Energy management' of educational facilities has become an important agenda for existing educational institutions in Taiwan, due to the established 'Energy Saving' policy. National Taiwan University of Science and Technology (NTUST) has been used as a case to analyze the its energy consumption status, to summarize the energy-saving schemes and projects it has conducted, to conclude the key energy management issues for existing educational facilities. This research has found that the annual electricity consumption and average energy usage intensity (EUI) of NTUST has grown to 25.5 million kWh/yr and 133.7 kWh/m^2-yr (roughly 6% increase annually), and the EUIs of individual buildings have a large variance, indicating there are great varieties of electricity demands among different departments. In addition, NTUST has conducted six types of energy saving projects (management, enclosure, elevator, electricity, HVAC, and lighting systems). Finally, it's concluded that existing educational institutions need to resolve four major issues in order to achieve higher level of energy efficiency of their facilities: to establish comprehensive 'energy management system', to establish ways to measure or estimate the electricity consumption, to build a energy efficiency evaluation tool, and to identify key factors that affect electricity consumptions, of individual departments.
