建築物外牆公共安全目視診斷評估方法之研究

摘要

建築物為符合居住安全性與便利性的先決條件，政府部門已制定相關的設計規範與管理辦法，提供設計者與營運管理者遵循的法則。然而，隨著人們對於建築的要求，不再侷限於結構安全方面，反而是建築外觀的美化與外牆增設的附屬設施之需求愈來愈大，而面對房屋老舊與高齡化時代來臨，這些問題逐漸成為建築生命週期中安全維護管理重要的一環。依現行法規種類而言，對於建築物裝修系統以外的外牆附置物與外牆覆蓋物（例如磁磚）等方面尚無適當的法令遵行，因此，亟須儘速建立一套有效且快速的檢測評估機制，進而改善與避免建築物外牆因年久失修、劣化而產生的公共安全風險。本文主要是應用D.E.R.U.目視檢測準則的觀念，透過專家學者問卷方式，利用層級分析法（AHP）建立建築物外牆所需的公共安全檢查因子與權重，建構出一套「建築物外牆公共安全目視檢測評估方法」。最後，本文將以集合住宅為例，進行建築物外牆目視檢測實證演練，其結果顯示，本文所建立的檢測評估方法確為可行之方式，而且未來建築物外牆將可透過此一方法進行初步評估，再依據建築物外牆破壞模式與檢測結果建議適當的維修方案。

The government section has already drawn up related standard and management way for building security and convenience of precondition, provide designer and operation the governor to follow of rule. However, people request to construct beauty gradually and not only limit in the structure safe aspect, confront house old age to come for times, these problems are gradually come constructing the safe maintenance in the life cycle to manage important wreath. Adhere to current laws category, building siding up attach to place thing and the outside wall overlay thing(for example tiles) etc. to still have no appropriate ordinance to carry out, consequently, it must set of valid and fast mechanism of the valuation, then improve and avoid siding the building bad repair and inferior public and security problem. This text is mainly the idea that the applied D.E.R.U. visual Inspection to examine standard, through questionnaire method, make use of public security check factor and weigh that the Analytic Hierarchy Process (AHP) establishment building siding, to establish a set of ”a method by visual inspection of the building siding public security”. Finally, this text will with the business construct for example carry on a substantial evidence to practice. It shows as a result, the method is really the way that can practice, and the building siding will be able to carry on initial valuation through this method in the future, and according to building siding examination as a result suggest adequacy of maintain a project.
