公共建築工程品質監造管理之改善機制探討

摘要

國內公共建築工程之品質，長期以來均遭受一般民眾非常大的詬病，此等缺失之形成原因，雖然有些是契約制度上的問題，但施工品質管控不良，監造單位監工不力、管理不善等諸多工程實務上的缺失，影響工程執行成果之品質甚鉅，實值得加以檢討改進。基本上，建築工程之設計與監造管理是一體兩面，兩者息息相關，更是相互依存，監造管理人員對於本身專業工作之品管，除了依合約規定辦理相關之檢試驗外，對於界面工作因相關承包商於施工前大多未詳加套圖與分工，或因彼此溝通不良，導致工程界面處理不良而產生瑕疵，影響施工品質，所以監造管理人員本身專業上應加強專業知識與實務管理技能外，對於工作之敬業精神及操守問題，更是監造管理極重要的事項之一。
本研究首先參酌相關文獻，評析國內之公共建築工程監造制度，再透過專家訪談及了解來製作調查問卷項目及內容，並對營建領域相關人員進行問卷調查的方式，以了解目前公共建築工程的施工缺失及監造管理的問題所在，而根據本研究針對回收之147份有效問卷調查發現，監造人員的素質、溝通協調、監造品管制度執行、設計圖說問題、監造費用的計算及工期訂定等相關缺失，再配合個人實際執行公共建築工程之案例心得與研議，進而針對人力、設計、契約、實務及制度上，提出國內公共建築工程品質監造管理之相關改善建議與實施方案，以供相關工程人員及工程主管機關之參考。

The quality of domestically public engineering construction has been seriously criticized by citizens. Despite the problems of the contract system, the flaws in the construction process such as having inadequate control of engineering quality under construction, the supervision division’s dereliction of duty, and the bad management, could severely affect the quality of engineering construction, and thus deserve our attention in order to have a critical review and make further improvement. As a matter of fact, the design of engineering construction and the inspection management, due to their close relation and mutual reliance, are two sides of the same coin. Apart from conducting the relevant testing-list in the stipulated contract, the staff members of the supervision-management division, when considering their professions as supervisors in charge of the quality of engineering construction, are required to be capable of dealing with the problems such as the relevant contractors’ being negligent in not proving a full chart and well-planned division of labor before the engineering construction starts, and the degradation of the engineering quality resulting from the ill-treatment of construction interface caused by inefficient mutual communication between the contractors and the staff members of the supervision-management division. As a result, the staff members of the supervision-management division not only need to empower themselves with professional knowledge and pragmatic skills in management, but also have to enhance the sense of respect for work and the standard of personal characteristic, which are of crucial importance in supervision management.
This research is first conducted through consultations of relevant literatures in order to evaluate the inspection system of domestically public building projects. Then, it is taken by way of questionnaires, of which the items and content are designed by interviewing the professionals about their opinions, to show the flaws in the current public building process and to see where the problem of the inspection management is. The questionnaires are answered by the relevant persons of the engineering construction areas, and the returned valid questionnaire copies amount to 147 in quantity. Examined by the study of the researcher’s practical experiences of carrying out the public building projects, the survey through questionnaires discovers the defects in the inspector quality, the communicative coordination, the implementation of the supervision system, the illustration of the designing charts, the calculation of the expenditure on inspection, and the arrangement of the construction timescale. Being aimed at the issues of labor, design, contract, practice, and system, this research is intended to upgrade the quality of inspection management of public building projects by means of offering relevant suggestions of improvement and proffering relevant execution projects for relevant engineers and institutions.
