從使用者滿意度來探討騎樓整平計畫之研究-以臺北市南港區為例

A Study on Users' Satisfaction of Arcade Leveling Plan-In the Cases of Nangang District, Taipei City

摘要


本研究是為公部門推動騎樓整平計畫以及機車退出騎樓、人行道計畫後,使用者滿意度的調查以及與其相關之各計畫,如推動安全社區計畫、居民參與等成效進行研究。研究對象是以已完成騎樓整平計畫的地區,臺北市南港區昆陽街及南港路3段之道路與周遭社區居民為研究的對象。而未來提供公部門推動騎樓整平計畫等相關政策時之參考的資料為本研究目的之一。研究方法採用封閉式面訪問卷以及居民訪談為主,以描述性及推論性的統計方法,進行統計分析。初步調查的結果,在騎樓整平滿意度部份,有八成以上受訪者覺得這個政策值得推廣。在機車退出騎樓、人行道計畫實施後,受訪者多能了解此政策對於安全的重要。但對於機車格的設置有近三成受訪者表示仍不足;有近五成受訪者不清楚無障礙斜坡之坡度1:12的標準。在居民訪談部分,有民眾表示此政策深具良善美意、符合人性,但卻未落實,其主要原因為仍有許多機車族及店家占用於騎樓、人行道,雖然法令有規定,合法停車格也設置但不去使用;顯示仍有許多民眾以自身方便、就近為原則,卻忽略了公共政策之美意。本研究預期成果為提供公部門相關單位未來規劃改善人行空間時之參考。

The purpose of the study was to investigate the users' satisfaction regarding to the arcade leveling plans promoted by the public sectors such as locomotives clearing out of arcades and sidewalks, and the effects of other related programs such as the community safety plan and citizen's participation. The research objects of this study included the residents in the areas that have completed arcade leveling project, Kunyang Street, Section 3 of Nangang Road and surrounding communities in Nangang district of Taipei city. The vision of this study is to provide the reference information for the policies related to the arcade leveling plan promoted by the public sectors. The main research methods used were closed-ended questionnaires and resident interview. Statistical analysis was based on the descriptive and inferential statistical methods. Preliminary results of the survey showed that around 80 percent of respondents considered that this policy should be promoted regarding to user's satisfaction the arcade leveling plan. After the implementation of the motorcycles clearing out of arcades and sidewalk project, the respondents were able to understand the importance of the policy in terms of the pedestrian's safety. However, about 30 percent of the respondents were dissatisfied with the parking space of the motorcycles. Nearly half of respondents did not know the standard of barrier-free slope (1:12). In the aspect of residents' interviews, some claimed that the policy had good intentions, and agreed with human nature, but the policy was not implemented. The main reason was that many arcades and sidewalks were occupied by motorcycle and shops. The legal parking space was provided but not used. Many people chose the parking space according to their own convenience and ignored the good intentions of public policy. The results of this study are expected to provide the reference for the relevant public sectors to improve the pedestrian space planning in the near future.
