台北市公共住宅管理模式之研究

Management Modes of Public Housing in Taipei

摘要


公共住宅的建置是為提供都市地區特定族群-年輕人或無自有住宅的市民短期的居住需求,而台北市政府目前興建的公共住宅,整體管理財務入不付出,無法永續經營。因應未來50,000戶規劃開發中的公共住宅,臺北市政府勢必全面性的檢討現行的管理模式。本研究目的為比較台北市公共住宅與一般公寓大廈的物業管理模式與現況使用問題,透過文獻回顧法、田野調查法進行研究,歸納探討營運管理之課題,提出公共住宅管理模式之改善建議。本研究認為,未來公共住宅的管理應聘雇專業的不動產經理,協助都發局採購物管服務及相關人員的教育訓練、以部分委託的方式管理,現場人員精簡化發包給一間民營物管公司,而設備維護依專業性分別進行發包,另外室內檢修及租賃管理則自聘專員協助管理。公共住宅現場人員的聘用應以滿足社區居住及適度安全導向即可,增進居住生活使用機能,減少管理開銷,符合經濟效益。

Public rental housing is a short-term period dwelling units for specific identities, Taipei City Government wants to change the old stereotype of public housing by constructing a new public housing. However, there are 50,000 dwelling units under developing, and as-built public housing has facing its financial deficit. Thus, the aim of this study is to develop a management mode which acts as a conceptual framework for future operation and management of public housing. The literature review and empirical research methods are adopted in this study. Hence, comparative assessment of public housing and other condominium housing management modes have been conducted. In-depth exploration of operating difficulties which affecting the implementation of the management are extracted. The results are hiring a property manager to support the leasing and management of public housing, partially outsource the on-site staff such as supervisor, security guard and cleaning staff for economic modes, in order to enhance the management works and to reduce the operating cost.
