都市更新事業權利變換階段之風險因素探討-以台北市為例

摘要


都市更新事業權利變換為都市更新實施方式之一,在權利變換階段又分成權利變換擬定階段、權利變換核定階段及權利變換執行階段,各階段中各有其風險因素存在,當中之風險,均有可能影響整個權利變換階段之進行。本研究藉由相關文獻回顧探討都市更新事業權利變換階段中之過程以及權利變換相關參與角色,並且蒐集、整理出相關風險因子,作為本研究之架構,包含39項風險因子,並進行問卷設計,針對專家、學者、民間實施者進行問卷調查,後將回收之問卷資料進行模糊語意轉換,進而整理出五大構面(A.法制面、B.估價面、C.異議與申訴面、D.執行面、E.實施者推動面),再將各構面發生的風險因子機率與影響之模糊語意變數,轉換為明確值,運算出各風險值,結果以『B.估價面』所牽涉之風險程度較高。其在各階段之風險值之大小,由權利變換擬定階段風險最高,其次為權益變換核定階段,最後為權利變換執行階段。

The property right exchange stage is one embodiment of urban renewal. There are three major stages include Elaboration stage, approved stage, implementation stage. In the middle existent risk factor may influence entire property right exchange stage. In this study, by literature review to explore the urban renewal business property right exchange stage process and the property right exchange stage related involved actors, and to collect, compile the relevant risk factors, as a framework of this study. Which contains 39 risk factors, and questionnaire design focuses of experts, academics, civil implementers, then questionnaires were collected probability and impact of risk factors and use resolve ambiguity converted into explicit values, and then calculating the value of each risk. Results higher degree of risk to "B. Assessment fact" involved. The various stages of the risk values, the highest risk in the preparation stage, followed by the approval stage, the final stage of the implementation.
