淺談“长期修缮計劃”对建筑物維護與更新的意義—以台灣自建出租型學生公寓為例

摘要


建築物作為價值巨大、使用週期長的資產,不僅表現在其巨額的建造成本,而且它在使用期中還需投入大量的資金,支付使用、維修改善和日常保養。基於此特點,為保證建築物良好的運行狀態,延長其使用壽命,減少修繕資金的盲目性,對維護建築物生命週期的經濟研究,并制定相關修繕計劃尤為重要。同時,關注到當下住房多以買斷形式存在,佔有一定數量的自建出租型學生公寓是否具有長期價值,也值得探討。由此,本文參考日本國土交通省頒布之長期修繕計劃資料,以兩棟相近区位,相同性质及相同使用人群,但规模悬殊的自建出租型學生公寓為研究對象,探討相關維護管理問題。預計維修更新週期為30 年,將外牆,屋頂防水,设备等主要部位作為預設修繕項目,通過制定其各自長期修繕計劃,計算出建築維護更新週期成本,以分析此類型住宅的發展可行性,并建立合理財務計劃,促進建築永續發展。也由此說明长期修缮計劃的制定对建筑物更新与维护有著積極意义,值得設計師與使用者們加以重視。

Buildings as a huge value and a long-term asset, not only appears in its huge construction costs, but also in the costs of daily maintenance. Based on this feature, in order to ensure the good running of the building and reduce the blindness of the repair funds, it's particularly important to study the cost of maintaining the building life cycle and the development of the relevant renovation plan. At the same time, concerned about the current housing in the form of buyout, the possession of a certain number of self-built rental student apartments with long-term value is worth exploring. In this paper, we refer to the long-term repair plan promulgated by the Ministry of Land, Infrastructure and Transport from Japan. We compared two self-employed rental apartment with close locations but different scales to explore the maintenance management of buildings. Estimating 30 years as the maintenance cycle, we formulate the long-term repair plan for both buildings, taking the external walls of tiles, roof waterproof and the equipment as major parts to calculate the cost of building renewal cycle and to analyze the feasibility of the development of this type of residential and finally to establish a reasonable financial plan for future repairs. The development of the long-term repair plan has a positive significance for building renewal and maintenance, which deserved attention of designers and users.
