台北市整建住宅推動都市更新之現況：相關案例經驗之初探

摘要

本研究本研究希望透過分析目前已成功推動之「整建住宅之都市更新案例」，並將各案例之重要成功要素加以彙整，以供後續其他整建住宅社區推動時之參考。本研究之目的為收集並分析目前已成功推動都市更新之整建住宅案例，並探討整建住宅推動都市更新之「成功要因」。透過此案為2015年開工，民間主導之台北市首件整建住宅100%同意自組更新會之「水源四五期整宅都市更新案」以及「吳興街二期整宅都市更新案」兩案例的探討，本研究認為今後整建住宅推動都市更新的重要成功要因包含「建立具誘因之信託貸款的配套措施」，「促進整宅社區更新會成立」，「合理的拆遷安置配套措施規劃」。

This study focus on the key factor of the urban renewal in resettlement housing in Taipei city. We pick up 2 success cases of urban renewal case in resettlement housing in order to find out the important factor. After the case studies of No.4 and 5 section of Shuiyuan Rd. resettlement housing and No.2 section of Wuxing St. resettlement housing, we propose important key factor for urban renewal in resettlement housing including: 1. Establishment of reasonable system of trust loan; 2. Promotion of the establishment of urban renewal association by local community; 3. Establishment of appropriate strategies of demolition and resettlement for existing households.
