建築結構體技術工勞動力現狀之探討

摘要

近年來不論是公家土木工程或是民間的建築工程，只要是營造公地普遍都存在著缺工或是勞動力斷層的問題。但這個在台灣已經存在近十多年的問題，為何一直沒有辦法解決，甚至人們對究竟為什麼會缺工、缺工到什麼程度、什麼工種斷層最嚴重，亦或是否全台都有缺工的問題都不甚了解。因此本研究主旨在探討台灣建築結構體技術工勞動力現況之調查，以模板、鋼筋、混凝土之技術工為主要研究對象。透過專家訪談，初步了解國內缺工的狀況，並針對專家訪談的內容，研擬出第二階段的問卷調查。其中問卷設計包括缺工現狀、缺工因素、缺工的影響以及缺工的因應對策等問題，並向全台十六個縣市進行發放。

In recent years, when it comes to construction sites, whether private or public industry, the lack of workforce has been a consistent problem. Matter of fact, this problem has been haunting Taiwan's construction industry for more than a decade. The reason for lacking of solution, or even the reason why there is a shortage of workforce, as well as the degree of shortage, have all been unsolved puzzles. As a result, this research aims to examine the current environment of Taiwan's construction workforce, and putting the main focus on rebar, template and concrete workers. Through interviewing experts, learning the situation of our nation's problem, this research generated a second phase of questionnaire, which included questions regarding current situation, reason, effect and solution on the problem of the shortage of workforce. The questionnaire was given out in 16 different cities in Taiwan.
