社會住宅的無障礙環境修繕之研究－以伊甸臺南「大林雙福園區」為例

隨著社會上無障礙環境的議題逐漸被關注下，無論是為了因應高齡社會的來臨或是新政策提倡的社會住宅概念，都在說明現在無障礙住宅環境的重要性，本研究以伊甸臺南「大林雙福園區」的案例為研究對象，探討民間非營利組織如何開始推動無障礙環境修繕的發展，以及面臨無障礙住宅需求不足的現象如何開始做修繕。本文透過深度調查的方式說明民間非營利組織在推廣整個案例改造過程的相關實際情況，最後研究成果以無障礙修繕的硬體方面做主要說明，本案例是以既有國宅改造為「混居」的社會住宅概念，提供弱勢族群在一般住宅、老人住宅及無障礙住宅的三種需求居住模式，因此本文中重新歸納並整理上述案例在三種不同需求住宅之空間配置、修繕設備及總工程費用等差異，透過探討伊甸臺南「大林雙福園區」的案例後，總結出未來類似案例在無障礙修繕以及基本的住宅修繕設計內容與設計規劃時，須考量面臨使用者需求、施工問題以及修繕費用等，作為將來既有國宅改善之先例。

The issue of accessibility environment in the society has gradually been concerned. Whether it is in response to the advent of old age society or the concept of social housing advocated by the new policy, it all explains the importance of the current accessibility residential environment. This study took place in Eden, Tainan, Taiwan. The case of Eden Gospel and Welfare Social Community in Dalin, Tainan City is the subject of research. It discusses how non-profit organizations have started to promote the development of accessibility environment repairs. In this paper, we summarized the differences in the space allocation, repair equipment, and total project costs of the three different types of demand housing for the above cases. In the future, the basic housing repair design and content plan for similar cases will be used as a precedent for future improvement of existing homes.
