閒置公共設施委外經營專案可行性評估結構方程模式之研究

摘要


「前瞻基礎建設計畫」為近十年公部門列為國家重大計畫首要,依106年7月7日總統公布施行之《前瞻基礎建設特別條例》,以4年為期程將編列4千2百億元龐大預算,在同時,仍有許多列管在案的公共設施是處於閒置狀態的,閒置公共設施的委外經營活化問題更是我們需要關心的議題。本研究以閒置公共設施委外經營可行性評估為研究目的,研究範圍以行政院公共工程委員會列管之閒置公共設施為研究樣本,研究對象為公部門閒置公共設施管理承辦人,研究結果以探索性因素分析建構閒置公共設施委外經營可行性評估模式,並進一步以驗證性因素分析加以驗證。以公共工程委員會研究樣本共254件,經統計分析後發現:閒置公共設施委外經營可行性評估重新定義為五大因素,依序為專案財務、經濟環境、專案規劃、市場環境、政府政策,並依據文獻及研究假設檢驗各因素對專案財務因果關係,最終研究成果得到閒置公共設施委外經營專案可行性評估之結構方程模式。

The feasibility study of idle public facilities outsourcing management was taken as the research purpose. The research scope was based on the idle public facilities managed by the Public Works Commission of the Executive Yuan as a sample, a total of 254, the object of study for the idle public facilities management undertaker. In order to construct a feasibility assessment model for the outsourcing management of idle public facilities and to further explore the relationship between the project finance and other factors in the model.
