防火避難性能設計限制事項實際使用管理狀況初探

摘要

有鑑於實施性能設計評定認可制度後，不少建築物因追求靈活之建築設計或提高商業使用之坪效，於建照初期申請性能式設計，但因後來室內裝修及使用管理上，需依據相關制度重新審查，然而因使用階段之利害關係者並未在性能設計階段參與，因此在室內設計及使用管理上出現偏差需要修正，導致申請作業時程延宕，本文檢視最新相關規定，探討性能設計評定書中載明列管事項，在實際建築物使用階段應如何予以落實，並透過檢視訪查實際案例，找出管理落差之處，供物業管理單位參考，以確保性能設計評定認可案建築物之安全性能能夠獲得正確之維護。

In view of the implementation of the performance design evaluation and accreditation system, many buildings apply for performance-based design at the initial stage of construction due to the pursuit of flexible architectural design or improving the efficiency of commercial use. However, due to the subsequent interior decoration and use management, they need to be re-examined in accordance with the relevant system. However, because stakeholders in the use stage are not involved in the performance design stage, they are engaged in interior design and design. This paper reviews the latest relevant regulations, discusses the management items listed in the performance design evaluation document, and how to implement them in the actual building use stage. Through the inspection of actual cases, it finds out the management gap for the property management units to refer to, in order to ensure the performance design accreditation plan building. The safety performance of objects can be maintained correctly.
