影響警察人員參與體技術科訓練動機之探討

摘要


警察體技術科訓練是整體警察在職教育訓練之一環,?瞭解現行術科課程不利發展之問題,?強化警技的精湛,成?打擊犯罪的利器。本文透過整理、分析瞭解研究主題之相關議題,據以作?瞭解符合警察人員體技訓練之需求,並且適合現代警察體技能訓練之實用性。警察藉由訓練可使組織面對挑戰並獲得競爭上的優勢,達成組織特定目標,提昇組織績效;亦可使警察人員活化工作能力,獲得新的知識、技術、技能,進而改善服務品質,順應環境變動與策略。我國警察的工作內容,均以法律規定及內政部警政署的命令?依據,常年訓練辦法中訂定警察局負責所屬警察訓練之策劃、督導、考核事宜之規定。國內學者研究分析指出幾點不利因素:一、術科訓練課程無做評估調查是否符合員警之需求;二、術科訓練課程內容千篇一律,未有新樣;三、術科訓練課程時間設計的不當;四、術科訓練課程場地設施的嚴重不足;五、勤務過於繁重參訓意願降低;六、主官(管)不重視訓練,只重視工作績效。根據學者之研究建議,以行政學的角度看,回歸法制面,是基本之策略;從管理學的管理策略角度是,做到課程客製化、建立知識資料庫以及建立訓練之需求評估;從教育學的角度觀之,健全師資培育及增進師資專業能力結合學理與實務。羅前署長曾說:「訓練是員警最大的福利」,我們不斷充實員警知能,也可以說是賦予他們寶貴的無形資產。
