影響警察人員參與體技術科訓練動機之探討

警察體技術科訓練是整體警察在職教育訓練之一環，?瞭解現行術科課程不利發展之問題，?強化警技的精湛，成?打擊犯罪的利器。本文透過整理、分析瞭解研究主題之相關議題，據以作?瞭解符合警察人員體技訓練之需求，並且適合現代警察體技能訓練之實用性。警察藉由訓練可使組織面對挑戰並獲得競爭上的優勢，達成組織特定目標，提昇組織績效；亦可使警察人員活化工作能力，獲得新的知識、技術、技能，進而改善服務品質，順應環境變動與策略。我國警察的工作內容，均以法律規定及內政部警政署的命令?依據，常年訓練辦法中訂定警察局負責所屬警察訓練之策劃、督導、考核事宜之規定。國內學者研究分析指出幾點不利因素：一、術科訓練課程無做評估調查是否符合員警之需求；二、術科訓練課程內容千篇一律，未有新樣；三、術科訓練課程時間設計的不當；四、術科訓練課程場地設施的嚴重不足；五、勤務過於繁重參訓意願降低；六、主官（管）不重視訓練，只重視工作績效。根據學者之研究建議，以行政學的角度看，回歸法制面，是基本之策略；從管理學的管理策略角度是，做到課程客製化、建立知識資料庫以及建立訓練之需求評估；從教育學的角度觀之，健全師資培育及增進師資專業能力結合學理與實務。羅前署長曾說：「訓練是員警最大的福利」，我們不斷充實員警知能，也可以說是賦予他們寶貴的無形資產。
