中高階警官退休生涯轉換歷程之研究

Research on the Career Transition of Retired Middle and High-Level Police Officers

摘要


摘要 本研究目的為探討中高階警官退休生涯轉換歷程,了解其轉換因素與動機、過程中面臨的挑戰與因應及轉換後的影響等。本研究以滾雪球方式取樣,採半結構深度訪談方式來進行資料的蒐集,並以 Boeije(2013)的螺旋式分析方法進行資料的分析。共邀請 6 位曾於中華民國警界服務滿二十年(含)以上,退休與進行生涯轉換六年以上未曾中斷之中高階警官,且領有終身俸願意接本研究者為研究對象,對每位研究對象訪談11個提問,再從訪談資料中進行分析。研究結果包含 :1.生涯轉換二大關鍵九項因素:「安定與養身的起心動念」、「家人影響,陪伴雙親」、「屆齡退休」及「工作負荷與年金改革雙重壓力」為推力因素;「順其自然,重新開始」、「傳承家業,證明自己不當警察也能生存」、「來自前輩的啟示,展現多元能力」、「穩定中求發展」及「享受自由自在的休閒人生」為拉力因素。2. 退休生涯轉換之家人影響及財務穩定做為自我追尋的基石。3.中高階警官退休生涯轉換,面臨警界文化與社會職場文化的雙重挑戰。4.中高階警官退休生涯轉換即是翻轉自我角色認同。最後,根據研究結果分對政府相關單位制定警政、教育課程,各警察機關編排常年教育教材和對在職或已退休之中高階警官面做為生涯轉換前之規劃與生涯轉換後之參考,並對後續研究者提出建議。

Abstract The purpose of this research is to explore the transition process of middle and senior police officers' retirement career, and to understand the transition factors, the challenges they face and their coping, as well as their adaptation after the transition. In this study, the snowball method was used for sampling, the semi-structured in-depth interview method was used to collect data, and the data analysis was carried out by the spiral analysis method of Boeije. A total of 6 middle-level and high-level police officers who have served in the police circle of the Republic of China for more than 20 years (inclusive), retired and have undergone career transition for more than six years, and received life-long stipends were invited as research participants. Each participant was interviewed. 11 questions, and then analyze their experience from the interview data. The results of this study include: 1. Two key nine factors of career transition: "The inspiration of stability and self-cultivation", "Family influence, accompany parents", "Retirement at age" and "Dual pressure of work load and pension reform" As the driving factor; "Let's go with the flow and start anew", "Inherit the family business and prove that one can survive without being a police officer", "Inspiration from seniors, show multiple abilities", "Seek development in stability" and "Enjoy free leisure" life” is the pulling factor. 2. Retirement career transition family influence and financial stability as the cornerstone of self-seeking. 3. Retirement career transition of middle and high-level police officers faces the dual challenges of police culture and social workplace culture. 4. Retirement career transition of middle and high-ranking police officers is the reversal of self-role identity. Finally, this study can provide advice on counseling mid- to high-level police officers facing retirement before and after career transition
