公務人員年金改革對保安警察人員退休影響之研究

年金改革新制自2018年7月正式上路以來，導致許多警察人員產生延退的現象，這將會造成2個現象，一是以較高成本雇用低效率的人力，另一個是新的人才進不來。年金改革後讓警察人員在考量退休金的情況下，盡量「做到老、做到滿」，結果會讓整個警察人力老化，讓警察體系的行政效能和創新能力受到影響。為此本研究擇定自2014年至2018年間，以保安警察第五總隊警察人員進行次級資料收集，並透過深度訪談的方式，交叉分析年金改革對保安警察第五總隊警察人員退休之影響，並做出以下具體結論，期待對未來警察人事政策提出相關建議事項，並對警察機關有所助益：一、政府對於年金改革，應有充分的事前宣導措施及溝通管道。二、警察有別於一般公務人員，應合理規劃所得替代率。三、因應警察退休趨緩，應儘速規劃人員甄補計劃，另行規劃警察退休制度。四、年金制度應隨時間定期檢視修正。五、警察延後退休將造成機關老化，不利組織發展。

And make the following specific conclusions,I look forward to raising relevant recommendations for the future police personnel policy and will help the police. 1. The government should have sufficient pre-existing measures and communication channels for pension reform. 2. The police are different from the general public servants, and the replacement rate should be reasonably planned. 3. In response to the slowdown in police retirement, the plan should be planned as soon as possible, and the police retirement system should be planned separately. 4. The pension system should be reviewed regularly with time. 5. Postponing the retiring of the police will cause the organization to age and adversely develop the organization.
