台灣銀行業證照採認與需求之研究

A Survey of Financial Certificates in Taiwanese Banking Industry

摘要


銀行業向來非常重視人才之良窳,然而在人力資源市場中,往往充斥著資訊不對稱現象。金融證照測驗則可透過測驗之形式,驗證金融從業人員基本知識及專業能力。理論上,取得專業證照本身便代表金融從業人員所發出的一種正面訊號。專業認證測驗亦部分取代了金融機構人力資源部門的選才與教育訓練功能。本研究以問卷調查及實地訪談方式,對銀行業人資部門主管以及銀行從業人員做金融證照採認與需求之調查,利用第一手資訊瞭解目前銀行業對於金融證照的看法。研究結果發現,一般銀行業對於證照制度抱持肯定之態度,金融證照對於從業人員本身確實有助益。不論是為滿足法規之要求或說服客戶等原因,銀行人資部門確實已經運用證照來協助人力資源管理之遂行;其次,對銀行業而言,除了既有之銀行業務領域證照外,證券期貨類與保險類證照同時亦被銀行業者所重視,其中後兩類被銀行業者所重視之證照多為法定證照以及與銀行跨售業務有關之證照,這與目前金融業發展之現況有莫大之關係。此外,吾人亦發現銀行類業務證照之重要性會因處在何種業務領域而有所不同,金融證照的確有其差異和區別,不同業務領域分別有不同的重點證照,更可由此得知對於證照有規劃考照模組之必要。

Banking industry is a key industry in Taiwan. Especially, the quality of human resource is more emphasized in banking industry. However, there is a problem of information asymmetry in human resource market. Financial certificates are good tools to solve this problem. With financial certification system, financial institutions can know whether job appliers are suitable for the jobs they apply. Theoretically, owning the financial certificates is a positive signal to human resource department. Professional certificates can partially substitute the role of selecting and training of human resource department. However, some practitioners disagree on this argument. This paper investigates the adoption and need of financial certificates by questionnaire surveying and HR officers in-depth discussion. After analyzing the firsthand data, we obtain the opinion about financial certificates from banks and provide suggestions to the certification system. The results show that banking industry generally agrees the effects of certification system. Financial certificates are useful to the staff in the banking industry. In addition to certificates of banking industry, certificates of securities and insurance industries are also important for the banks.
