台中地區基層農會推廣人員資訊傳播過程之研究

摘要

在台灣現行農業推廣制度下，基層農會的農業推廣人員一向肩負著承上啟下的資訊傳播角色，但對他們實際的資訊傳播過程，過去因缺乏研究的關注，並不十分清楚。本研究為探討基層農會推廣人員之資訊傳播過程，民國八十年初，乃以台中地區所有基層農會推廣人員做為研究對象，採面對面問卷調查方式蒐集資料，共獲得287份有效問卷，並以SPSS/PC（社會科學統計套裝軟體）進行資料分析工作。研究發現改良場專家是基層農會推廣人員的主要資訊來源，且推廣股長、農事指導員、四健指導員及家政指導員所需要的資訊需求內容差異很大，推廣股長及農事指導員最需要各種作物生產技術之資訊，四健指導員最需要農村青少年輔導技術，家政指導員則最需要農村家政輔導技術。他們使用的大眾傳播媒體以報紙最多，個別來看，告知性資訊主要來自電視和報紙，知識性資訊主要來自雜誌，創新性資訊則以來自教育訓練居多。基層推廣人員以高中職程度最多，且絕大多數具有農科或家事科背景。就不同資訊來源的傳播效果而言，他們對於試驗改良場所的技術支援，農政機關的政令宣導及大眾傳播媒體的市場行情報導，均予肯定評價。

Local-level Farmers' Associations (FA) is the major agricultural extension system in Taiwan. Its main function is to collect and disseminate technology throughout local farmers. There has been little concerned about the process of information communication of FA extension workers in the past, hence the practical process must be considered. A total of 287 FA extension workers were investegated by complete enumeration in the Taichung area in 1991. The data was analyzed by the Statistical Package for the Social Science, SPSS/PC. The results indicated that the main information source of FA extension workers was obtained from the expects at the Taichung DAIS. Additionally, significant differences were observed in the priority needs as related to information content, among these extension workers. The subject matter specialists of the farming, the 4-H club and the home economics considered the agricultural technique, youth guidance and home economics as the main priority needs, respectively. The newspaper was considered to be the most popular mass media by the FA extension workers. An individual view of different kinds of information: the information about reported news was obtained from the TV and newspapers; the information about agricultural knowledge was obtained from magazines; and the information about agricultural innovation was obtained from basic education and training. The majority of FA extension workers have an educational background of senior high school and vocational school diplomas. It is clearly indicated that FA extension workers accept the results of the technical information from all of the agencies disseminating information. These agencies including the experimental, improvement, policies and legal as well as the marketing reports from the news media.
