摘要

臺灣在農業發展過程中，回顧自50年代開始推動農業機械化以來，在整地、稻作生產等多已導入相關農機及自動化設備，並建立了完整機耕服務體系；但近來農村面臨了勞動力老化及不足等問題，農委會除輔導成立各種農業人力團及機械代耕團，協助改善農村農業缺工情形外，另農糧署透過各農糧產業輔導計畫，包括輔導引進省工農糧機械設備示範推廣計畫、地區性農機補助計畫、小地主大專業農、大糧倉等計畫補助農機購置及引進國外新穎農機，強化農業機械及自動化之推行及導入，去（107）年並輔導14個縣市成立機耕協會及建置「農業機械耕作服務系統」（農機Uber）平台，以活化各式大型農機具從事代耕服務，以替代大量農業人力需求及減輕勞動人力負擔，本（108）年度更增列8億元經費全面補助農友購置中耕管理機、施肥機、割草機及農地搬運車等30餘種小型農機具，以提升農場耕作效率，協助改善國內農業缺工問題。

Throughout Taiwan's agricultural development since the 50s, when the agricultural mechanization was initiated, a wide range of machines and automated equipment for purposes like land preparation and paddy cultivation have been introduced, and a complete machinery service system has been established in Taiwan. Recently, in coping with labor shortage and aging in rural areas, the Council of Agriculture has helped established numerous agricultural human resource groups and agri-machinery service groups for the relief of rural communities. Furthermore, the Agriculture and Food Agency, in conjunction with numerous agri-food counseling programs including pilot plans to introduce and demonstrate labor-saving agri-machinery, regional agri-machinery subsidy programs, Small Landlord and Big Tennant program, and Big Granary program, has supported the purchase and introduction of the latest agri-machinery models from abroad. That has led to greater mechanization and automation of Taiwan's agriculture. Last year (2018), under AFA's counseling, 14 city/county governments have established agri-machinery service associations and taken part in ＂Agri-machinery Service Platform＂ (Uber of agri-machinery) to provide large agri-machinery units as a service that can substitute for considerable manpower and alleviate the labor shortage. This year (2019), NTD 800 million has been allocated to support farmers to purchase 30 categories of small agri-machinery including cultivators, fertilizer applicators, mowers, and field transporters to improve the cultivation efficiency of local farms and address the domestic labor shortage problem.
