台灣地區博奕事業定位與市場結構分析之研究

摘要

博弈事業已成為全球各國普遍發展的趨勢，我國於民國九十八年一月，三讀通過修正「離島建設條例」，最快民國一百零二年就將有這種以「觀光休閒為主，博弈事業為輔」的世界級賭場。本研究採問卷調查方式，分析民眾對於設置觀光賭場的信心分數及賭場的市場定位，並由新聞文件的特殊性，分析、探勘、解讀新聞文件庫中潛藏的知識，預估觀光賭場所能帶來的經濟利益與衝擊。從國外賭場的成功發展經驗與條件，來探討台灣未來設置觀光賭場之優劣，並給予相關配套措施與法規。本研究結果如下：（一）博彩業欲提供優質的服務，也必頇仰賴大量高素質的人力資源，並且配合上有效能的管理，才能達到博彩業持續發展的目標。（二）設置觀光賭場除了帶來經濟效益，負面影響尤其是治安問題，於事前應整合各方意見，審慎評估與規劃。（三）觀光賭場的設立需具有可及性，故交通設施必須要有完整的規劃。設置觀光賭場是一個必須多方思考的政策議題，然而，在設置模式上，由於台灣缺乏相關經驗，因此可以參考國外其他成功案例，引進國際企業專業管理經驗，從策略管理的角度思考，提出台灣發展觀光賭場之相關規劃，供政府部門決策參考。

”Gambling” has become a trend in the global. In 2009, Legislative passing the law of casino, and Taiwan would have casino in 2013. This study uses CATI system to survey and using text mining to analysis and mining the hidden knowledge of news paper. From Consumer Confidence Index and market positioning to estimate economic benefits and impact of casino. Besides, from other countries' experience to discuss the advantages and disadvantages in the future for Taiwan, and suggesting the relevant measures and regulations. The results are: (I) The gambling must rely on a large number of high-quality human resources, and effectively management in order to achieve the objective of sustainable development. (II) Negative impact especially the public safety should be careful assessment and planning in advance. (III) The transport must be complete planning. Duing to the lack of experience in Taiwan, we can refer to other successful countries, and introduce the experience of professional management to advance related planning for government in the future.
