In our country, there are full-time teachers and part-time teachers. Among the full-time teachers, some are “formal” full-time teachers; others are “non-formal” full-time teachers which are also called the project teachers. The “formal” full-time teachers are hired based on “Teachers Act”. The “non-formal” full-time teachers are hired based on “National University School Funds for Hiring of Teachers, Researchers and Staffs Practices”. Although the “non-formal” full-time teachers are qualified full-time teachers, they are not applied to the coverage and protection of “Teachers Act”. Not to mention they are not under the protection of “Labor Standards Act”. In terms of schools management, when population of new students are gradually in a down trend which means less income to the schools, to hire the “non-formal” full-time teachers seems to be an option of cost saving except to hire the part-time teachers.
