區域性特殊教育資源體系政策文本分析:以浙江為例

The Policy Text Analysis of Regional Special Education Resource System: A Case Study of Zhejiang Province

摘要


本文運用調查、個案研究、文本分析方法,以質性編碼形式介紹了“浙江省特殊教育提升計畫(2014-2016年)”對浙江構建區域性特殊教育資源體系的保障作用。本文首先簡述了浙江構建省、市二級特教資源中心現狀。其次呈現了浙江省特教計畫總體任務和具體內容、政府職責,以及制度、機構、人力、經費、課程、教學,優化特教學校辦學條件、支援和推進隨班就讀事業、發展重度身心障礙兒童教育和非義務教育階段特殊教育等方面的文本語句(行動對策)。最後歸納了浙江區域性特殊教育資源中心得到省、市教育行政管理部門授權,展開具體工作有制度、組織、人力和經費保障等七個結論。

In this paper, several research methods, surveys, case studies, text analysis methods introduced to a form of qualitative coding "special education three-year action plan in Zhejiang province (2014-2016)" in the role of building guarantee system of special education resources. Firstly, this paper outlines the present situation of Zhejiang special education resources system, include Zhejiang province resource center, each city resource center, Secondly, presents Zhejiang special education plan and the specific content of the overall mission, government responsibility, as well as institutional, agency, manpower, funding, curriculum, teaching, special education schools to optimize running conditions, support and promote learning in regular class programs, developing severe specific text (action measures) for children with severe disabilities and non-compulsory education and other aspects of special education. Finally, this paper, summarized seven conclusions.
