The Research of the Nature of Disposition, Prescription Application and Substitute Performance Fees Allocation in Article 71-1 of the Waste Disposal Act

This paper is based on practical cases to analyze the disposition of waste disposal deadline in Article 71-1 of the Waste Disposal Act. Put forward their views in aging applicable either applies to the Administrative Procedure Act Section 131 or apply by Analogy the Administrative Sanction Act Section 27. Also proposed ideas of obligors fail to fulfill deadline to clear obligations and fulfill by administrative agency, how each obligation to perform cost-sharing in substitute performance fees.
