This paper aims to explore how EU internal division causes a gap in EU foreign policy between expectation and capability. It will address the divergent national interest which stemmed from different economic structure, political concerns and geographic considerations. Thereby, EU internal division will be analysed at the hand of two levels: the member states level and EU level. In contrast to the literature on the EU studies, studies of internal division from the perspective of foreign policy are rare. Thus, there is a research gap that needs to fill up. Moreover, this paper will utilise the interviews to approach first hand material which have proved the divergent national interest harms the EU's external relations. The case study will be a fragile EU's China policy.
