摘要

本文主要目的是希望探討中國崛起對東亞金融穩定機制的影響與作用。在整個東亞金融穩定機制發展過程中，雖然中國與東亞國家的態度是正面，同時東亞國家亦希望中國參與此金融合作機制，但中國崛起的國力導致其在政治、軍事力量影響力的增加，仍對於東亞國家有著一定程度的衝擊，尤其中國政治體制的差異以及在過去歷史上的衝突與領土的糾結（包括南海問題、釣魚台、邊界問題），讓東亞國家對於崛起的中國有著一種複雜與矛盾的擔憂情緒。由此所衍生出中國崛起對東亞金融穩定機制發展的機會與挑戰，對於機會面來說，由東亞區域裡最大與重要的經濟體之一的參與，讓東亞金融穩定機制成功與產生實質功效的機會具有一定程度的效用，但也由於彼此在經濟規模、政治體制與軍事實力上的差異，讓東亞國家特別小心與謹慎，甚至持續堅持共識決的運作模式，而這對於東亞金融穩定機制的發展，產生了某種程度的限制，對於東亞地區整體利益來說，有著一定程度的影響。

The main argument of the paper is trying to explore effect of a rising China on East Asia financial stability Mechanism. China is very zealous to participate and promote the building and cooperation of East Asia financial stability mechanism. Although East Asia states have positive attitude to cooperate in the building of the financial stability mechanism due to Asian financial crisis in 1997, China’s increasing influence in international economy, power politics and rising military power has negative impact on the cooperative process. Furthermore, there are difference in political system and ideology between China and the other East Asia countries, conflicts in territory such as South China sea and Senkaku / Diaoyutai Islands disputes and historical experience during the cold war. All these make challenge and opportunity for East Asia financial stability mechanism.
