摘要

國際關係理論近年來有逐漸朝理論整合方向發展之趨勢，本文擬透過現實主義、自由主義與制度論三個理論間的論述、對話及整合，提出「克制型現實主義」(restrained realism)以探討國際關係理論整合的演化趨勢。在本質上，克制型現實主義已非一般傳統所認知強調軍事與政治為解決國際衝突與合作之現實主義，它為因應日益複雜且互賴的國際社會而摻糅了自由主義之精神與機制。針對此，本文從理論面提出相關理論整合模型與過程；並在經驗上將該分析架構應用在後冷戰時期的東南亞區域安全分析上。秉乎此，克制型現實主義強調：一、在軍事與安全議題上，東南亞安全有「結構」)structure)與「單元」(agent)之「雙層克制」(two-level restrained)現象；二、在克制型現實主義下，東南亞區域內之國家競爭，主要是反應在經貿、觀光與文化等低階政治之競合；三、國際建制(international regimes)功能之發揮，可提供一個促使東南亞安全相對穩定發展之機制。

Through theoretical arguments and dialogue between realism, liberalism, and institutionalism, this paper proposes ”restrained realism” as a synthesis of prevailing IR theories. Three characteristics construct the model of restrained realism: (1) visa-vis the issue of defense and security, Southeast Asian security would be two-level restrained by ”structure” and ”units”; (2) under restrained realism, competition would be reflected through economic interaction and cooperation with in the Southeast Asia region;(3) the advocacy of an international regime for regional cooperation would be important for the relatively stable regional security of Southeast Asia. Since the 1960s, these three characteristics have posed an empirical mechanism for the development of the regional stability in Southeast Asia.
