In 1955 ROC government finally determined to build the central cross-island highway with plenty of funds and manpower. It was announced that this highway would be helpful to increase traffic, economic and military advantages, improve life quality of aborigine and offer jobs for veterans. Basically, the building of this highway did not show up those benefits very much from the viewpoint of policy consequence. However, the policy itself brought another stories. Through Foucauldian deployment of bodies, this policy conveyed certain disciplinary consequences such as lifting up morale, enhancing legitimacy of governing, making sure of international support, improving the image of soldiers and paving the way for Chiang Ching-kuo to become the highest leader of this country. The mysterious birth of central cross-island highway signified one of the aspects of modern states which refers "policy as meaning", rather than "meaning of policy".
