評鑑、反評鑑-「高教評鑑制度」結果比較

摘要


為了瞭解大學系所評鑑的成果,臺灣高等教育研究學會與臺灣高教教育產業工會分別針對評鑑制度進行了評鑑,卻出現截然不同的結果。高教學會的後設評鑑有七成的受訪者肯定評鑑改善系所品質,高教工會卻僅有不到二成五的受訪者滿意評鑑制度。本研究針對兩次評鑑的評鑑機關、評鑑方法與評鑑結果展開比較分析,來瞭解兩次評鑑差異的成因,分析支持評鑑、反評鑑兩種評鑑制度的論述。研究結果發現高教評鑑中心基金會的組成可以視為教育部新管理主義的擴張,而高教評鑑學會又是高教評鑑中心基金會對外的偽第三中立機關,目的在支持評鑑制度的合法性,整個後設評鑑的結果反映了評鑑作假文化下教育行政人員的意見;相較而言,即使網路問卷有其限制,高教工會的評鑑報告真實反映出部份大專教師對於評鑑的心聲,即高教評鑑無法反映當前高等教育的問題。

To realize the influences of evaluation upon the higher education, Taiwan Higher Education Association (THE Association) and Taiwan Higher Education Union (THE Union) have completed two reports under the topic of "Evaluation Report for Taiwan Higher Education Evaluation." The report by THE Association shows that more than 70% respondents are satisfied with the evaluation, while the survey by THE Union emphasizes less than 25% respondents are content with the work. This paper intends to understand the differences between The Association and THE Union by comparing the two institutions, evaluation methods and reports. The results show that THE Association is the expansion of new Bureaucracy, supported by Ministry of Education. Through Higher Education Evaluation and Accreditation Council of Taiwan, a fake NGOs, intends to support the legitimacy of the evaluation. In contrast, the evaluation by THE Union, does represent the real opinions of teachers in the higher education although it is also suffered from the deficient sampling.
