Both the United Kingdom and the United States released policies for scholarly open access journals in 2013. Policies in the United Kingdom emphasizes timely access to articles by subsidizing huge amount of article process charge, whereas the United States ensures that government agencies are legally obliged to non-fee open access with certain embargo period. This article intends to explore the possibilities of mandatory scholarly open access journals in Taiwan by studying the developments of international document delivery. Feasible directions and suggestions are also made based on the analysis on humanity and social sciences journals in Taiwan.
