摘要

英美兩國的義務，性學術期刊開放近用策略皆於2013年年初發布，英國強調立即可以看到文獻，因此不惜投入大筆經費補助文章處理費，美國則強調利用立法來限制政府機構的義務性開放釋出，不必花錢卻仍可達到效果，只是要稍等一段保留期，成效各有所長。本文擬從國際文獻傳遞機構的發展趨勢，探討臺灣的學術期刊在義務，性開放近用的發展可能，並以人文和社會科學的本土期刊做為分析基礎，探討未來的可行作法與建議。

Both the United Kingdom and the United States released policies for scholarly open access journals in 2013. Policies in the United Kingdom emphasizes timely access to articles by subsidizing huge amount of article process charge, whereas the United States ensures that government agencies are legally obliged to non-fee open access with certain embargo period. This article intends to explore the possibilities of mandatory scholarly open access journals in Taiwan by studying the developments of international document delivery. Feasible directions and suggestions are also made based on the analysis on humanity and social sciences journals in Taiwan.
