本研究旨在彙整探討英國、國際電工委員會、日本及新加坡有關爆炸性環境之專業人員能力驗證制度,以研擬國內有關爆炸性環境之專業人員能力驗證制度可行方案。為達成研究目的,本研究採取文件分析法。主要研究步驟包括:1.確定研究目標;2.決定蒐集資料的方法;3.綜合分析各國制度;4.舉辦專家學者座談會;5.研擬我國可行方案。本研究結果呈現英國、國際電工委員會、日本及新加坡有關爆炸性環境之專業人員能力驗證制度,以及研究者建議業界可參考日本安全基礎評估員驗證標準(NECA0902)、政府可修訂我國《職業安全衛生教育訓練規則》、《工業配線技術士技能檢定規範》或《室內配線技術士技能檢定規範》以建立本土的驗證制度。
The objective of this study is to synthesize and analyze the systems for Certification of Personnel Competencies for Explosive Atmospheres in U.K., IEC, Japan, and Singapore, and thus propose feasible programs for Taiwan. The documentary analysis was employed to attain the goals. The main research steps contained following: ascertaining research objectives, determining the data collection method, synthesizing and analyzing the systems, holding an experts conference, drafting a feasible program. The results indicated the systems for Certification of Personnel Competencies for Explosive Atmospheres in the mentioned-above countries, and the researchers in this study suggest that the industries could refer to NECA0902 and the government could amend the relevant regulations to establish the local system.
