以能力試驗探討台灣食品實驗室對食品衛生指標菌的測試水準及ISO17025認證效益

An Investigation of the Food Testing Quality of Food Quality Control Laboratories in Taiwan and the Efficacy of ISO-17025 Laboratory Accreditation Using the Food Hygiene Indicators Proficiency Test

摘要


能力試驗為評估食品品管實驗室專業檢測能力及檢驗品質的工具之一,並可作為檢測人員改進或加強檢測能力的基礎。為了瞭解台灣各品管實驗室的一般檢測能力以及是否一個品管實驗室能透過財團法人全國認證基金會(以下簡稱為TAF)的ISO17025認證而得到效益,作為能力試驗提供單位的台美檢驗科技有限公司從2013年至2015年共提供6次食品衛生指標菌(包括生菌數、大腸桿菌群及大腸桿菌項目)的能力試驗,結果指出每年(即2013、2014及2015年)實驗室的生菌數項目滿意率,在TAF認證實驗室分別為94.1%、97.1%及90.9%,而非認證實驗室則分別為81.5%、89.8%及81.6%。每年實驗室的大腸桿菌群項目滿意率,在TAF認證實驗室分別為81.5%、82.1%及88.9%,而非認證實驗室則分別為67.9%、74.1%及65.4%。每年實驗室的大腸桿菌項目滿意率,在TAF認證實驗室分別為76.0%、81.5%及75.0%,而非認證實驗室則分別為74.1%、78.8%及69.9%。綜合上述的發現,吾等總結各品管實驗室對食品指標菌的測試能力及品質為良好,並且指出TAF認證實驗室的食品衛生指標菌測試優於非認證實驗室3.2%~15.1%。

Proficiency tests (PT) are one of the important tools used to evaluate the performance and quality of food testing in a food quality control (QC) laboratory and can serve as a basis for improving or strengthening the testing capability. To understand the general testing capability of QC labs in Taiwan and whether a QC laboratory can benefit from the ISO-17025 accreditation provided by the Taiwan Accreditation Foundation (TAF), we, as a PT provider, conducted 6 rounds of tests on food hygiene indicators (viable plate counts, coliforms and Escherichia coli) of QC laboratories from 2013 to 2015. The results indicated that the satisfactory rates for each year (i.e., 2013, 2014 and 2015) for viable plate counts in laboratories with TAF accreditation were 94.1%, 97.1% and 90.9%, respectively, whereas the rates were 81.5%, 89.8% and 81.6%, respectively, in laboratories without TAF accreditation. The satisfactory rates for each year for coliforms in laboratories with TAF accreditation were 81.5%, 82.1% and 86.7%, respectively, whereas the rates were 67.9.5%, 74.1% and 65.4%, respectively, in laboratories without TAF accreditation. The satisfactory rates for each year for E. coli in laboratories with TAF accreditation were 76.0%, 81.5% and 75.0%, respectively, whereas the rates were 74.1%, 78.8% and 69.9%, respectively, in laboratories without TAF accreditation. Based on the above findings, we can conclude that the performance and quality of testing in QC laboratories are generally rated as good with regard to the food hygiene indicators. Also, the qualities of food hygiene indicators testing are better (3.2~15.1%) in labs with TAF accreditation than in those without TAF accreditation.
