地震防災產業概述-自主性非工程手段之發展近況與契機

摘要


臺灣為世界上數一數二地震頻繁的國家,觀測資料顯示每年發生平均約3起芮氏規模大於六以上地震,暗示著面臨遭受地震災害衝擊的機率相當高。縱使從地震防減災想法出發,仍必須考量產業面是否能提供及開發出對應之服務及產品,方得以落實防災構想。政府機關除了法規之擬定以保障基本安全外,災害基礎資訊之提供也能讓產學研相關之因應作為得以展開。地震防災產業面向相當廣泛,大致可從工程及非工程手段做廣義的分類,本文僅著墨非工程手段之解決方案方面,概述地震防災相關產業之服務產品資訊與其未來之發展契機。

Taiwan is one of the most tectonically active regions with frequent earthquakes in the world. Observation data shows about three earthquakes with a magnitude greater than six each year. The view of earthquake prevention and mitigation implies that the probability of facing earthquake disasters is relatively high. Whether the industry can provide and develop appropriate services and products is a key to support that the ideas of disaster prevention and mitigation can be implemented. From the government's point of view, the formulation of laws and regulations ensures basic safety. The provision of basic hazard information can also gradually enable industry-government-related responses to be carried out. This article will introduce the potential seismic maps from the current government's announcement and then outline the knowledge and the future development and opportunity of related industries.
