論創意城市之人才因子:以高雄市文創設計人才回流駐市計畫為例

摘要


本研究以「論創意城市之人才因子:以高雄市文創設計人才回流駐市計畫為例」為題,探討「創意城市」之論述,尤重創意城市之「人才」條件與文化創意產業,案例分析以高雄市政府文化局所提出之「高雄市文創設計人才回流駐市計畫」為例,發掘創意城市理論線索,如Charles Landry創意城市理論,以及Richard Florida創意資本理論,藉由訪談公部門政策主事者、多位計畫受補助者,以及第三方文創工作者,檢討該計畫之成效,並提出未來高雄市發展創意城市人才政策之建議,期能累積台灣創意城市政策之在地研究文獻。

The main topic of research is "Talented people in creative city: Case Study of talented people of cultural creative design flowed back and located in Kaohsiung City", which focus on qualification of "talented people" in creative city and cultural creative industries. The case study herein is based on "Talented People of Cultural creative design flowed back and located in Kaohsiung City". It is expected to find trace path of creative city theories, such as Creative City Theory by Charles Landry and Creative Capital Theory by Richard Florida. The study is performed by interviews of top management in public departments, plan-sponsored people, and third partied. Through reviewing the plan result, this study is meant to provide proposals in developing Kaohsiung creative city talented people policies and accumulated local literature of Taiwan creative city policies.
