空間資訊需求分析方法之建構－地理學中災害研究之新主張

摘要

空間資訊在人類處理環境問題的各種活動中具有重要的影響。空間決策是人類活動決策中之一部分。吾人在試圖以GIS提供空間決策資訊時，應對整體活動的全貌予以掌握、分析，才能適時、適地、適人的原則。尤其是在整個災害循環中，處處有關空間。以災害應變為例，在時間、空間、資源壓力極大的情形下，必須具有正確的空間資訊，以適切地執行應變工作，減少人命財產的損失。早期由於資料缺乏，在災害應變研究中屬空間資訊相關研究者較偏重資料庫建置與資訊系統技術研發的片面探討。近年由於應用技術漸漸普遍，加上各科學領域之加入，而有了具整體形貌的「地理資訊科學」的誕生。然而，有關空間資訊需求之分析方法則較少有由系統需求面來進行研究。本研究試圖在地理學中跨出一步，藉由以災害應變為觀點，引入系統分析方法與專案管理方法，並加以結合創新，以建構災害應變空間資訊需求分析方法。此方法可以系統化地指出複雜災害應變活動中相關之空間資訊需求。本研究並以臺北市水災應變抽水機調度為例，分析其間所發生的空間資訊流。結果顯示，本研究所建立之分析方法，能有效將現況加以分析，並能清楚提出災害應變空間資訊需求模型，補強目前做法上之不足。

Spatial information has been very influential when human being manage his environmental problems. Especially the spatial information required by disaster response has been very critical due to the pressure of space, time, and resources. In the past the research on spatial information system mostly focused on the technical part or limited on one specific function of the entire disaster management activity. More attention is needed to pay on the whole system of disaster management since it involves with more organizations, more accountabilities and more shared resources. This study establishes a method for disaster response oriented spatial information requirement analysis function analysis method and project management principle. This research then applies it to disaster response analysis in Taipei city. The result of this study shows this analysis methodology has a clear result to show the spatial information needed, so as to aid spatial information requirement analysis for disaster response.
