本研究以台中市都市計畫範圍內之實質空間,對應重大地震災害時,所應訂定之防災系統,依台中市都市空間結構、土地使用型態及發展現況將台中市區分為六個防災大分區,各區域以指派區域型物資集散據點的方式作為區域中心,並透過現有道路的位置及實質空間條件的檢討,規劃完整防災通道路網,並配合防災通道劃設、避難行動之模式與範圍、避難時效、及中、小學區與建築物密度等因素劃設52個防災避難圈做為防災避難相互支援的最小單元。防災避難圈域內依災害發生時序列及其對應之避難行為與服務機能分別劃設防救災據點。研究成果計指定119處臨時避難場所、86處臨時收容場所及2處(含26處替代性據點)中、長期收容場所,並配合防災避難圈之構成,完成醫療(13處據點)、消防(13處據點)、警察(25處據點)等服務圈之劃設。
This study focuses on the Disaster Prevention System in the Physical Environment of the Taichung urban area in the event of a severe earthquake. Taichung city will be compartmentalized into six sectors for disaster prevention by urban space structure, zoning and current development, and each sector will be an area that has been designated as a goods and materials assembling site. Furthermore, in order to formulate a whole route network, 52 Evacuation Circulations, that are considered as least unit supporting level for Disaster Prevention and Evacuation will be set up. The location of routes, factors of the Physical Environment, the path for Disaster Prevention, the model and scope of evacuation behavior, evacuation time, the campuses of junior high schools and elementary schools, and density of buildings were reviewed and consulted. The following have been established: (1) setting up 119 temporary evacuation sites, 86 temporary refuges and 2 long-term refuges, and (2) collaborating with Evacuation Circulation for Disaster Prevention, the service network involving medical treatment (13 sites), fire fighting (13 sites), and police (25 sites).
