摘要

對空軍而言，要培育一位優秀的戰鬥機飛行員著實不易，所需服役役期越長，接受的訓練內容能更加完整，一位合格的飛行員，不僅能有效增加任務執行成功率；降低失敗率並減少部隊訓練的成本，然而空軍戰鬥機飛行員留營率卻逐年降低。本研究主旨在探討影響空軍戰鬥機飛行員留營意願之關鍵因素，首先經由相關文獻蒐集與整理並彙整專家學者意見，運用修正德菲爾法形成專家問卷，再以花蓮空軍基地戰鬥機飛行員為填寫，採用層級分析法，進行評估與分析，計算出每個關鍵影響因素之權重比率與整體排序。本研究結果顯示，在四項主要準則中，「生活滿意度」為影響最顯著之指標，其次是「工作滿意度」、「政府政策」，最後是「生涯規劃」；若以十四項次要準則來看，「續服制度」、「家庭生活」、「年金改革」等三項為最顯著之因素。此研究之評估指標，可提供國防部相關單位之參考。

Training an outstanding aviator for Air force is extremely difficult. That is needed to serve longer it will receive training courses more completely. A qualified pilot is not only to increase the ratio of mission completed effectively, but also decrease the ratio of mission failed for reducing training cost. However, air force fighter pilots' willingness to camp is lower year after year. This study focused on investigating what the key factors affecting air force fighter pilots' willingness to camp will be influenced. First of all, the questionnaires were formed by collecting relative literature and organizing scholar opinions, and then the Delphi Method was adopted and conducted by Hualian Air Force Base pilots. Furthermore, the Analytic Hierarchy Process was applied to evaluate and analyze for calculating the weight ratio of each key factor and the overall ranking. The results of this study demonstrates that the life satisfaction is the top of influenced factor for the four major criteria. The following influenced factors are job satisfaction and government policy. The last considered factor is career planning; for the 14 sub criteria, the renewal system, family life, pension reform are 3 of the must influenced factors. The evaluating criteria of this study can offer the relative units of the ministry of national defense for reference.
